Mariner 15 runs with no fuel line only

I have a mariner 15 hp 2 stroke tiller and when i plug the fuel line up and prime it it does not run if i disconnect it it fires right up a runs till the lines are dry i have tried reconecting but it runs for 5 seconds and dies the carb will also squirt fuel out side IDK what else to do diafram and valve look good but i am no expert please help here is a video to show whats going on

Flooding. Too much fuel coming in.
Carb float valve stuck, carb float out of adjustment...
What's the history of the engine? New to you? Did it ever run good for you?
After the fuel line is attached and it stalls out, pull the plugs and see if they're wet with fuel.
Engine serial number may help us with BOMs.

Well i bought the motor and used it once then my transom rotted in half so it sat in the garage for about 2 years yes the spark plugs a lightly wet this is what the motor plate reads 15m 684C S 040758 any idea what year
and when i got the motor it ran good it seemed started with two pulls cold start that is

Ok got the peoblem solved it was the float valve it has a small rubber cone tip that was broke off and was not letting it seal and flooding the motor
