Mariner 150 stator problem?

1987 mariner 150, will idle at 800 rpm then drop to 300 and die, or back up to 800 again, runs great once on plain, also was hard to start today. Took boat out yesterday and all was good, only change was adding fuel at the station. I run only ethanol free. While in gear if I keep the RPM around 900+ all is good. Out of gear it may idle normal for a few minutes then run at 300 RPM for a few, then pop back to 800. Almost like a few cylinders are dropping then kicking in again. Can the stator cause this, if so why would it be ok from 900RPM and above? Also I did check for water in fuel and found none.
0b117357 Number 2,4,6 no spark. Ohmed stator, all is good except blue/white reads 125,000 ohms, blue white to ground, all stator wires disconnected from switch, as I rotate the flywheel stopping at different locations reading will go from 125k to infinite. I hear you need a steering wheel puller, will any steering wheel puller work? are there any adjustments needed after replacing?Thanks
