Mariner 15hp stuck in forward gear

We collected a 1990 model long shaft 15hp (09610766)
last night and tried to get it into neutral and reverse, but it was stuck in forward.We tried this without starting it, but manually turned over the engine.The gear lever shaft refuses to move.The previous owner says he used the motor last June 2011, all was ok then, it has been left in forward gear since then.Can someone shed some light to why it is doing this and if how i could fix this.

Have you disconnected the cable to dtermine if the problem is in the controls, cable, or motor?

The gear lever tries to move but is being restricted in the gearbox area.

Have you checked the LU for water? Might have to remove LU and try shifting it by hand there as the shifting pin in the LU could be frozen(corrded) in the prop shaft. If it can be shifted there the problem is in the linkage . If not, it is in the LU and will need to be repaired as needed.
