Mariner 20 hp starting/controls problem

I have a mid 1980's 20 hp Mariner 2 stroke outboard that is having starting problems. The motor uses Mercury controls that require you to press a button on the side of the throttle to disengage the gears so that you can give the engine gas without it being in gear.<br /><br />When the key is turned, the starter just clicks or buzzes a little. The gear at the top of the starter does not engage the flywheel. I am sure that the battery is good and charged. I thought that the starter was bad, so I replaced it and it still would not turn over.<br /><br />The motor starts reaonably easily if I use the pull cord. However, when I push the button on the side of the throttle (that is supposed to disengage the gear), and move the throttle to give it more fuel, the pull rope is locked tight and cannot be pulled.<br /><br />I am not sure if there is a problem with the controls that is locking out the electrical system so the starter isn't getting any juice. Or could there be an electrical problem between the starter and the battery that could be causing this.<br /><br />Any input would really be appreciated.<br /><br />Thanks.
