Mariner 30hp ID and a few mech questions

So I recently picked up a un identified year mariner 30hp the model is a 30E0 689 S 108140 I would like to know the year of possible I have searched high and low for this model and serial with no such luck. As far as some mechanical questions. How would I check the timing on this motor? I obviously see the timing marks on the flywheel but not so much am I seeing a stationary mark to see where it's at? And when checking where should it be at idle and then At w.o.t. After that the throttle plate ( butterfly ) seems to have minimal movement until wot do they not require much air to perform correctly? Got this as a small basket case. Needed a water pump water feed tube unclogged carb had a crack in the fuel inlet tube and the engine bracket was frozen. I have all those issues resolved and just wanted to be able to check the rest of the important things thanks for any input.

Thanks, so is the 30e0 irrelevant ? Also does this sight have a parts section as I have a couple small outboards to part out.

E is electric start

0 is Auto Blend, auto mixing of the fuel/oil
