I have a 1996 mariner 60hp bigfoot ser#06369984 tilt problem. Tilt will not raise with switch on motor or throttle. I switched the blue and green wires and it will go up but not down. Put wires back and intermittenly will work both ways, sometimes with a "shorting" sound coming from motor. Any ideas?
