mariner 9.9 convertion to 15 hp?

I have a 9.9 1989 mariner that I'd like to boost the power to. Can this engine be change with carbs etc or not and where would I get the instructions and parts? Thanks.

I agree with JB. Easiest and cheapest way to get 15hp from a 9.9? Sell the 9.9 and buy a 15......
