OK, I am confused by your post. If I understood correctly:

The motor does not swivel left to right. If you disconnect steering cable-link to motor, does the motor turn when you push it?

The motor does not tilt up. Lets handle that one after swivel is fixed.

Motor does not run. Motor year? Inline 6 or other kind of motor. Does she crank and not start, or not crank?

Salt water environment?

Ok when steering is disconnected motor can be moved left and right. So i figure out linkage is rusted and frozen inside tilt tube.. When i unscrew bolt from steering cable inside part is coming out but outside part will not move at all. Mariner 3 cylinder 1990 year. Salt water

Looks like you need a new steering cable, I just did mine this yer look at the cable itself it should have a number on it, most likely it is a teleflex cable mfgr. The number will give you the correct size, you can order it online. You have to disconnect from the wheel and pull cable from tube on motor, yes it can be a pain to do if you do not have a lot of room to work with!

I know i need new cable. Was thinking to cut this one off than try to pull it out but its so stuck in and got no space to work on it. Only that i have to fix tilt cause we try with straps pulling on lower side to break it free but will not move 1/8 thats how much is rusted inside. And this storms in florida dont help at all..

Ok so I cut mine off and used a punch to get it out! Most important is to get a drill with a wire brush on the end and clean the tube really good!

Looking at the photo after you cut it off take a screwdriver and go thru the hole at the end of the cable turn and pull, use some pb blaster in on the rod and let it soak it will come out!

You do not need a new cable. You need to loosen the steering rod inside the tilt tube. Take a pipe wrench (link to motor removed) and rock the steering rod back and forth. If it moves at all, you will be able to loosen it. Spray with penetrating oil, rockit and wipe the dirt off.

Repeat for 20 minutes or so, and she will work loose. When she is loose, run the steering rod all the way out, clean with solvent and regrease it.

Do not hammer on the end of it, or it will mushroom and you will need a new cable, and likely helm.

I found that my cable was shot, this is why I was giving him this advice. If it can be freed all the better I found that the steering on mine had a lot of rust inside the tube after cleaning with a new cable installed you can turn the steering wheel with one finger!

His cable clearly moved, when the big steering tube nut as removed, so the steering cable is fine. His steering rod corroded to the tilt tube. It is very common if you never grease your steering rod.

Very important to clean the tube that the cable rod goes into, Use a drill with a long stem wire brush to clean all the rust and crap out.

There should be a pressure relief screw that once open will allow you to tilt the motor up manually, so you can get a look in there and try to see what's happening. Have you done any troubleshooting to see if you have a motor or a pump problem?

Hello i try to release relief screw. All the way out and still cannot get motor to tilt. Will try with straps and ratchet to see if i can move that way. Looks like its hydro locked on cylinders. That will try to take trim tilt off for rebuild.. i try pry bar and did not move at all. Helm tube is turning as i was playing with it. Will update once i try strap method
