Mariner battery charging voltage too high

I have a 90 hp. Mariner outboard that is a 89 or 90 year model, ser. No. OC123711. I bought the boat used last year
and it ran fine until about a month ago when all of a sudden it would not start. I had to replace the stator and has run fine since.
When I went to replace the stator I found out that they had been changed and I would have to add a voltage regulator and some other
parts. I called a few places and was lucky enough to find a match to the original stator on someones shelf so I bought it and saved adding
those other parts. The new stator was an exact match with the old one in every way, so I put it in and the motor ran great and still does.
However, while on the water the other night I noticed that my navigation lights seemed too bright so I looked at my voltmeter and
discovered the charging voltage was about 16-17 volts. My motor does not have a voltage regulator in the system so I asked around
and decided the only thing it could be is the rectifier, so I put a new one in today. Nothing changed, I still am getting 16-17 volts to the
battery. I fear that the higher than normal voltage will hurt my fish finder and sooner or later cause other problems. Is this a
normal volt reading? Is there something I can do to correct this problem?
