Mariner tilt question

When I try to raise my outboard with the rocker "up" switch on my control unit, it comes up about 1/4 of the way steady but slowly, seems to stall and stick for about 4 seconds, and then rises rapidly. It was, according to the prior owner, always this way. I can see a reason for this, as it gives you better incremental adjustment with the engine in use and the prop in the water, but I still worry about the time it spends making noise and doing nothing. A sticking point or a transition in control? Down works smoothly through the whole range. Is this normal?

It sounds like it might be normal. When you first start it is in the trim mode which moves slowly then when the trim cylinders are completely extended then the tilt cylinder takes over which it is much faster.
