My trailer has surge brakes. There is an emergency brake cable which I connect to the hitch, along with the safety chains, which are a few inches longer than the cable. If the trailer breaks away, the cable tightens and engages the brakes (before it also breaks). This will help prevent the trailer from slamming into my truck as I slow down with the partially detatched trailer. Check to see if you have this feature. If so, spray liberally with WD40 and make sure that the mechanism is not engaged. If this is done, and the brakes are still locked up, you'll probably have to deal with the problem at the source... the brake, or brakes themselves. It may be as simple as freeing the brakes with WD40 and some manual labor. The brakes may also be so rusted/coroded, that they're fused and will not release with an application of WD40. It may require you to remove and replace the brake/brakes.
The boat does not look to be too big to transport without the use of trailer brakes, as long as the trailer is otherwise completely servicable and safety chains are not rusted. If the safety chains are rusted, please replace them prior to transport. This is also contingent upon whether or not your tow vehicle is sufficient. My tow vehicle is certainly capable of towing my trailer and boat without the brakes; regardless, if my trailer brake were to become inopperative, I would alter my speed accordingly for the safety of myself and others.
She's a good looking boat. With lots of TLC and a probably just as much money as TLC, you should have yourself a beautiful rig.
