I just installed a 1976 {SN 4303053} Merc 1750 Balck Max on my 1991 Quantum when I tested this it seemed like the prop was slipping. Marked the prop and tested again the mark still lined up same problem. I can go aprox 5MPH forward or reverse I do notice when I powered up the throttle the **** tube is pushes more water making a better stream. When my RPMs go way up my boat goes slower. Before I installed this motor I replaced all the seals in the lower unit pulled the carrier replaced the inner and outer shaft seal and O-ring on the carrier I did take out the prop shaft to inspect the gears every thing looked ok. When I reinstalled I just made sure the point at the end of the shaft when into the hole.
When reinstalling the lower unit to get the shift shaft to stay in reverse I notice that I can turn the prop both ways and it will turn the crank shaft both ways when I turn The shift shaft to neutral position the prop spins free both ways when I turn The shift shaft to forward position the prop will not turn counter clockwise and turns free and makes a clicking sound if I turn clockwise. I think something?s not lined up in lower unit. Also if I turn the prop by hand the flywheel turns. With battery disconnected of course. I?m all ears.

Are you sure the motor is the right shaft
length for the boat?

Motor sounds like it is too high as most of the Quantum's are a vee hull not a pad hull. To high and the boat will move foward in gear and as it trys to plane off the prop will blow out causing rpm to increase and speed to drop.

This problem originally was when the cavitation plate was 2" below the bottom of boat now still having same problem after raising motor 2" above bottom of boat this is 4'' difference.

The higher the motor is on the transom
the less bite the prop will have.
Is anything mounted on the transom
in front of the motor,
a transducer, speedo pickup, paddle wheel,
anything that can disturb the water going
to the prop?

No there is nothing.

I also wanted to say the prop and controls I?m using are from a 1969 merc 1000 maybe this is causing some problems. Also can any one tell me what the 2" pin is called that is flat on one side and has a point on the other side that slides in the end of the prop shaft that goes into the shift shaft cam? I notice the point looks like it?s wore down a little. I think possibly when I reinstalled the prop shaft carrier I did not get it back in all the way. When putting the carrier back in what gear should I be in and how do I know if it?s in all the way.

Is it a sudden jump in RPM ?
Maybe it's jumping out of gear?

Had to figure out how to post pictures here your correct its good for all to see. I think the hight level of the prop is correct now. I think this is a link to all my pic's if so the picture of the 115 chrysler is the motor with red prop notice the where the prop is when I had this motor on my Boat top speed was 44MPH with two men on the GPS. I tested this I have to list one link per picture. Here is the 115 chrysler.
and other misc pics. Check the pics of the gears let me know if they look wore down.

In reference to your question in post #8, here is the parts listing for your engine:

http://www.crowleymarine.com/mercury-outboard/586.cfm

Don't know which gear ratio you have but if you check, GEAR HOUSING (PROP SHAFT) 1.86:1 RATIO-15 TEETH PINION GEAR, items 48/49/50/51/52 and 53 should be what you are looking for.

I see the motor height difference in your
before and after pic's. But in the after pic
why does the bottom of the boat look
different? Not on the back of the transom
but underneath? Looks like something
was added to the bottom rear V ?:)

Nothing was added I will take a better picture so you can see.

This slipping problem is fixed for now
I found when I originally put the prop shaft carrier in I did not get it in all the way does this sound correct I got it in all the way this time now nothing is slipping. Now my motor bogs out when I try to throttle up under load?

Maybe over propped ? Did you get a WOT RPM?
If prop pitch is good try bumping the
choke to see if it helps and also
pumping primer bulb.
If choking helps it may need carbs cleaned.
