Merc 25 runs like choke is on but then runs good

Hello, i have a 86 25 hp merc and starts fine, will rev up fine but just seems like its running with the choke on or running on 1 cylinder. Then while running it will stutter a few times. And the stutter might take a while before it happens. By stutter i mean it sounds like it wants to go faster. So ill shut it down and turn it back on then it runs great. my father has a merc 35 and does the same thing Im guessing its electrical. I will start it without using the choke but it still seems to run like its being choked for a while.
