Merc 250EFI 98: Shift shaft locked up

Got a bit of a situation with one of the twins here. Installed the controls and one of the motors is locked in neutral. I disconnected the shift cable and I can manually shift the linkage so its not COMPLETELY locked up. However, it is exponentially harder than the other motor (which is smooth as butter and requires no effort)

So I'm guessing we have some kind of rust situation somewhere along the shift shaft. I guess the procedure is to remove the powerhead and pull out the shaft...

But I'm wondering if there's an easier "trick" fix here? The shaft is not locked up, probably just a tad rusty from the time the motor has been in storage. Is there ANYTHING I can try in order to dislodge it before removing the powerhead? I would rather like to avoid that.

(Yes, the lower units are off the motors)
