Merc 300s water inlet tube ?

Ok , When I dropped the lower unit the water inlet short shaft and the water inlet Lower both came down. After looking in the parts manuel I noticed that the short shaft tube looks like it goes to the float section. Question is does it then conect to the cylinder head, or does the tube just release water into to the float only. Can't seem to figure out how water get to the powerhead to cool of motor. Help

In general the water tube from the water pump houseing, connects through a rubber gromet. The upper portion of the water tube also fits into a gromet in the upper section of the middle leg. If the tube fell out, then it should be reconnected to upper gromet first, then feed into the water pump gromet second.
