Merc 4.5 HP Late 70's Outboard

Picked up an older Merc 4.5 horse outboard, got almost 2 seasons out of it. Initially I went through it, rebuilt carb and fuel pump, replaced fuel lines, new plug, etc. Ran like a champ with no problem, started on the 2nd pull almost every time. Fast forward to the issue, running at approx 2/3 RPM one day it just quit. All I could get out of it would be a weak pop after that. Get a good blue spark with a crack, plug gapped at .045. Points were a little dirty, cleaned those and gapped at .020. Fuel is known good, freshly mixed with new oil. Cleaned carb as well and checked reed, no problems. Compression seems to be very low, can't get it over 60 dry or low 80's wet. Have checked all wiring, no shorts or exposed wires. Anyone do a ring job on one of these have any pointers? I had a manual for it which I can't seem to find, but not worried about it. Any input is appreciated.

Yes, it is getting fuel. I replace the internals every season in the pump no matter how good they look. Even putting premix in the fuel doesn't get it going, can't get more than a weak cough out of it. Really thinking it is the compression here, the numbers seem very low. My gauge isn't going crazy either, tested it on another engine to make sure. Think I'll just have to tear it down and check the piston and rings.

I have a 1984 3.5hp outboard and from what I have found 60 psi is normal. That is a cold measurement.
