Merc 402 Lower Unit Won't Come Off

I have a middle to late 70's Mercury 402. For some reason the lower unit won't come off. I have the service manual and have done every thing correctly, it drops down about 1/2" but something is still hanging up. Can anyone help PLEASE???? <br />--------------------------------------------------------------------------------

Unscrew the hidden bolt. Either in the hole as viewed towards the rear tip from above. Or sometimes under a trim tab as viewed from below.

Had the same issue last spring with my 402 I bet you it is seized up top near the motor.

if you can turn it upside down and spray a lot of pen oil up towards the motor along the drive shaft let it soak

I had to beat on the bottom fin forwards and back (did a bit of damage) to get it to release
