Merc 470 tilt problem

The problem started a little while I think. I have a three button control for the tilt/trim unit. To move the motor up I push the middle and top button simultaneously. I don't know if that is how the manufacturer set it up but it has always been the way I moved the motor up since I bought the boat. Moving the motor up works fine. I depress just the bottom button to move the motor down. A little while ago it started working sporadically and seemed like I had to push the button harder to make it work. Then I found that it worked fine when the engine was running. So I thought it was a battery problem. I replaced the battery and went out but forgot to take out the little hydraulic support brackets that help support the motor when trailering. When I tried to lower the motor, the brackets kept it form going down. I took the brackets out and now it won't go down at all. I tried to bypass the down switch but still no movement or sound. What do I do now?
