Merc 50 shifting

I have a merc 50 3 cyl 1984 motor. I bought the boat and the motor from a individual that ran it dry. I went ahead and put in a new water pump and this is what the problem is. I have no nuetral or reverse I have done everything the repair manual said and I have tried what I was advised of on a previous forum. I appreciate everybody's advise but it still the same. My question is I can see the shift cable moving the arm that is suppose to shift the motor into the gears but how can I tell if it is actually doin that? I would appreciate anyone's advise... There was a splined shaft sticking up out of the front of the lower unit, an inch or two high. When you assemble the lower unit to the midsection, this splined shaft goes up into a splined hole. Sounds like your off a spline or two (rotated) - sometimes it's some trial and error to get the right alignment.
