merc 650 prop spins freely

My merc 650 will not drive in forward or reverse. It worked fine last season but was not running well due to mu high elevation ( over 7500'). I re jetted it yesterday and took it to the lake this morning and the motor runs great but the prop wont spin under power. The water pump is still working great. To change the jets I removed the distributor, but I marked everything and ot went back together fine. The only other thing I did was removed the pivot bolt in the shift lever, but that shouldn't have done anything. When i got the boat home, the prop nut was a little loose. I removed the prop and while in forward, the prop shaft was locked in one direction and ratcheted in the other. When in reverse the prop shaft spun freely in both directions. I put the prop back on ans it spins freely no matter what position the shifter is in.
