Merc 7.5 Thunderbolt last time it ran

Would run great with the choke pulled out a HAIR! And when I mean a hair, I could really imagine it choking much. Without the choke engaged a bit, it would flutter a big and not hit WOT. Any suggestions? Rebuilt the fuel pump, but didn't go full out with the jets/needles. Doused in carb cleaner. Did not replace float either because it looked fine. New plugs. Good gas.

You need to start with removing the carb and giving it a good cleaning, full disassemble.
