Merc 9.9 Carb pulse hose

I have a Merc 9.9 that the previous owner has crimped off the small rubber line that runs the block (Intake access cover?) and goes under the carb to a T fitting. The hose continues on to a fitting at the bottom of the block. The hose at the T is cut and crimped off with ty-wraps. The hose that should go to the carb is also pinched off. Someone cut this line off at the T and tied it off

What does this hose do, and why would anyone cut off the T hose that goes to the carb?

I believe those are reclaim hoses. They usually run from the bottom of the reed valve cover to the back of the block by the access covers. They should be hooked up no idea about the tee they usually are just a straight run.
