MERC MCM 898 s#n 5452697 do I have a choke?

Good day,
When starting my engine (cold) I find it to run rough for 15 to 30 seconds, until RPM starts increasing. Then it runs like a charm. My engine starts on the first click all the time. I was told buy the ex-owner to always full throttle once, then 1/4 throttle, then turn the key. He said this engine starting procedure would engaged the choke! I have a feeling my engine as no choke because RPM does not change at all until I move the remote control.
Do I have a choke?
Is it normal to have a rough idle for the first 30 seconds ?

NOTE: My idle is 700 RPM when engine is hot (140 degree) and runs smooth.

originally it had a choke.
from your description it still does and is working normally.
as the engine is warming up it requires a richer fuel mix. as the choke is heating up and allowing more air the mix sometimes becomes over rich but will clear up as the choke pull off continues to open the choke. unlike a carburated car that uses a fast idle cam to hold the RPM at 1100-1500 RPM for warm up on a marine application the operator has to control RPM manually.
marine carbs have no fast idle cam.

I do believe it came with an electric choke standard equipment.

Rough idle when cold is normal on a carbed engine. When you first start the engine keep the RPMS up around 1000-1200 for a little while. How long will depend on your engine, I only need 20-30 seconds before it will idle.
