Should a Mercury outboard be pumping water all the time, of should it only pump water when it get's hot and needs it?

ALL the time..the thermostats regulate when they need cooler water but they pump all the time

It should be pumping 100% of the time engine is running, fix it now, otherwise you are asking for more trouble. Most likely needs water pump replacement if not blocked line/screen.
