Merc type IV ignitione coil question

1976 merc 2cyl, 4hp, # 9118446. Won't start. When cranking have intermitent spark on one cyl. Strong on the other. Removed the coil [# 5288] to test. There is a fine un-insulated wire aprox 4" long coming out the side of the coil. Just coiled up sitting in the bottom the bracket. What am I seeing, a ground? If so should'nt it be securely attached? This system is new to me, learning as I go.

How about posting a picture of the wire especially, and the coil and the other one that works fine.

Normal...its a ground.
