I have recently been given a 1975 110 9.8 hp mercury from a friend. It hasn't been running for a while because a few years ago it was sunk in a lake. I've cleaned it over pretty well. I put new plugs in it, and they have spark. I took the carb apart and cleaned it out as well. It doesn't seem to have any types of leaks fuel wise, but i just cant even get it to want to fire up for me.

Any tips or help I can get would be much appreciated.

It was sunk in a lake??? Have you checked the compression?? Was it cleaned up and ran after being sunk?? I hope so!
Have you tried squirting a little mixed fuel in the spark plug hole or the carb throat?
Most importantly, just because they make a little spark doesn't mean it's enough when it's inside the cylinder. Will the spark jump at least a 1/4 inch gap with a nice blue spark? IF not, that cold be your problem.

The plugs have a nice big blue spark. I don't think that is the problem. I had it back fire a couple of times as well. It seems to have decent compression, and since it backfired, that means the pistons are moving.... I have squirted a little mixed fuel in the carb and for a second it sounds like it's firing, but it doesn't do anything. Believe me, I didn't just try that once either...
