mercontrol box operation for dummies help!

ok, im new to boating, when using the control box, how high up should you lift the black bar at start up? i am lifting way past straight up.
then do you put it in gear and then slowly lower the black bar?.
Should the idle be high enough to run and putting the warmup lever all the way down before putting it in gear?
when i put it in forward, as i push the black lever down the forward lever only comes up about an inch, that is how much throttle i have about an inch and the engine wont really rev up?
any suggestions to properly use this device would be helpful, thanks
the engine is a 1967 950 inline 6

The black bar is a warmup bar as you said. The intention is to just warm the engine with increased throttle while the drive is in neutral before you boat. Use it to warm up the motor then put the bar all the way down. Then you can use the Control lever to engage the engine and pushing the control lever further forward will increase the throttle as well.
