Mercruiser 228 Quadrajet Hard Start

Hi,
I have a 1983 Cobalt with a 305/Quadrajet combination. The engine runs great and idles nicely however, it takes a while to start hot or cold. The engine could be off for only 30 seconds and will be extremely hard to restart. I usually have the best luck holding the throttle wide open and after a couple attempts it will fire. I messed with the idle mixture screws this year to see if that would make a difference, if anything it made the problem worse(went from almost 8 turns out to currently 1 turn). Where should they be set and what else could cause this issue?

Ayuh,..... My guess is, the carb is leakin', internally, floodin' the motor,.....

The welch plugs in the bottom of the fuel bowls can do just that, a known issue,...
