Mercruiser 3.0 140hp water in engine oil

I bought a boat with a mercruiser 3.0 140hp inboard engine. The boat sat for 3yrs in Vancouver without being winterized. After the 1st run (45min) there was water in the oil. Enough to turn the oil milky and almost white. I got the head ground flat and replaced the head/exhaust/riser gaskets. I drained the oil and about 1/2 gallon of water came out 1st before the milky oil started to drain. I changed the oil & filter, started the motor and again the oil turned milky white. Did 2 more oil/filter changes and still the oil get water in it. Each oil change the same amount of water drains prior to the oil. The motor starts and runs great the whole time.
ideas?

You need to replace the engine block or just get a new or rebuilt 3.0 marine long block.

I found a motor that is out of the boat. Is there a way to test a short block for leaks?

Are you buying it from a nearby seller or on a site like ebay?
