Mercruiser 3.0 idles at 1000rpm and appears to have a stuck choke?

Had a bad stall out on the lake today. Boat is now idling at 1000rpm and looks like the choke is stuck open?

Picture attached. I am trying to move it by hand and its STUCK!

Choke should be open with the engine warm. If it's stuck like that it may cause starting issues but will run fine once it's running.
