mercruiser 3.0 stuck in reverse

I was here last year, haven't been able to work on it since. I took the lower unit apart and changed the bellows, but after I put it back together-I am stuck in reverse. please tell me what I did wrong, how I can fix it thanx,

Pull the drive and make sure the prop will lock up when rotated counter clockwise and the shift foot facing straight forward against it's stop. If you can rotate the shift foot to straight forward position to it's stop and it is facing forward good. Then turn it against it's other stop and see if the prop will lock up in the clockwise direction.

If the above did not work you need to separate the drive halves and align the shift shaft to the shift foot. Again it needs to lock up in the counter clockwise direction with the foot facing forward.

If the above did work, put it in forward, bungee cord the prop so it won't move in the counter clockwise position. Make sure throttle is full forward and install the drive.
