Mercruiser 3.0 Won't enter base timing

Hello. Thank you all for the help in the past. Here is a new one. Any help would be appreciated. Boat: Mercruiser 3.0 Serial: 0M69xxxx. I believe the motor was rebuilt. The boat is a 2004 Maxum 1800MX. The spark arestor could be the original for that motor or a replacement. The spark arestor shows 2deg. BTDC for base timing. I replaced the ignition module on the distributor last summer and set the timing. This year the boat runs and idles fine, but is missing some power when trying to pull a skier. So, I decided to check the timing again. Before attempting to enter base timing, I read the timing. 10deg BTDC. I made a jumper and ran the motor to operating temp. I then installed the jumper and them bypassed the shift interrupt switch. Checked the timing and still at 10deg BTDC. No base timing. Just for kicks, I turned the distributor to 12deg BTDC and the engine perked up a bit. Also to note: After removing the jumper and putting the shift interupter back together, I revved the engine and timing only advance to somewhere near 18deg or so, not the 24-26deg BTDC like it was suppose to. I suspect this is the reason that we are loosing some power under load at higher rpm's. Also to note, all is was done on dry ground with water hooked up to the motor.

What could be the problem and why won't it go into base timing? Are there any identifying marks on the block to date it? Meaning that it could be different block requiring the 1deg BTDC instead of 2deg like my spark arestor shows. Any thoughts or advice on what to do next?

Check for 12V at the interrupter switch and that the 12V


Edit: Also if you serial number is 0M69xx then you should be a 2 ATDC not before
