Seems to run fine in smooth water, but when its start bouncing, it sputters and backfires.

I attributed it to old gas the first time, but I have gone through several tanks of fresh this season. Only in rough water. When its smooth I can run WOT with no problems.

Suggestions from the learned?

First suggestion: Post your question in the correct forum.

This is for mercury outboards. I will move it to I/O and Inboard

Maybe you're making the rev. limiter cut out the eng. if the prop spins free.Smooth water your prop is staying in and grabbing air in rough water.

Something similar happened to me once. I replaced the anti-siphon valve and all was good.

Valiant, It sounds electrical to me. Are there some ignition or alternator-related wires that could bounce around during rough water usage? I would look for some partially broken wires or missing insulation on the Ignition coil, Ign sensor (on distributor), starter solonoid or alternator.
