mercruiser 4.3 EFI fuel pump doesn't start

I have a Searay 280 2002 wuth twins 4.3 EFI. My port engine is hard to start.

did some check this morning and found the following: the engine that is hard to start don't beep when you turn the ignition switch to the on position and you can't hear the fuel pump crancking. the other engine beeps and the pump crancks. After a few tries the beep came off and the pump started pumping that's when the engine started. I noticed the fuel pump relay is clicking and assumed it was bad. removed the relay from the other engine, tried and still no alarm when starting the engine and no fuel pump noise. You have to crank the engine a few times before you can hear the alarm and fuel pump working and thn the engine will start right away.
Does anybody know what can be causing this?
took my service book and checked all terminals at the relay, everything was fine except that the volts at terminal 30 was at 12.5 volts with the ignition switch in the off posittion and drop to 10.6 with the switch on the on position.

Do you have Merc service manual #36 for the 555 ECM?

Found the problem, the 90 amp fuse at the starter was burned so the alternator was not charging the batteries and there were not enought volts to crank the relay and the fuel pump.

actually, for future information, if you can hear the relay click, that is good. That means the primary side of the circut has power and ground. :D
