I replaced impeller ..when I put back on throttle is hard to move a lot of resistance...reinstalled with throttle forward and hard to put in reverse ..reinstalled with throttle in reverse and hard to move throttle forward. ..installed neutral and hard to move throttle both ways ..confused..throttle works when I disengage..seems to be fighting with hydraulics....confused

Hate to suggest you try it again, but place the throttle WOT forward. Don't use the neutral button. You want the upper shift foot facing forward. Set the 'L' bend in the lower shift shaft forward and hold it there by holding the prop shaft CCW.

If you outdrive is still installed and not correct, trim it up to the top of trailer and look at this connection. If it's misaligned, follow my steps above. If it is correct, someone else will give good advice.

Pull the drive
Make sure you have the throttle in full forward, do not use throttle only mode
Separate the drive
Rotate the shift shaft on lower section so prop locks in the counter clockwise direction.
Align shift foot in upper section to face forward and mate the upper to the lower
Re-install drive keeping the prop clocked in the counter clockwise direction
