i have a 1986 or 1987?? mercriuser s/n: A540701 (3.0Liter 140hp, 4cyl), the starter bolts have been shearing, i read in another thread that the torque has to be correct and also the support bracket should be installed (if it came with one). And yes, half the bolt was stuck in the block about a 1/2" inside the block, i drilled a non centered hole (due to the bell housing in the way) about 1/16 depth and used an easy out and pray'd and it came out fairly easily, got extremely lucky, but anyway any insight would be great, and the two questions i definitely need answered are
one: the torque spec's to tighten the starter bolts and
two does this motor's starter suppose to have a support bracket?

Yes, the original starters had brackets. PN is 87300T
The torque is 50 Ft. Lbs.
Also, be sure to use new starter bolts, the knurled part should just fit in the holes with no slop. If your starter has the holes enlarged by movement before it broke the bolts, you may have to replace it or you will break them again.

And also make sure the bolts are not bottoming out in the block before the starter is fully seated/tightened, have ran into that a few times.
