Mercruiser Front Motor Mount question.

Is there a space on a Mercruiser front Motor Mount between the metal washer and the bracket assembly that holds the front motor mount.
I know there is a fiber washer and a spacer between this portion of the mount. When assembled as the diagram shows I end up with a gap. I could imagine this allows for the motor to move under torque on the mount, I just wanted to be sure a gap is supposed to be there. Attached is a photo with an arrow to clarify the area I am asking about.

Edit: to clarify the metal washer is not tight against the fiber washer. The fiber washer just sits on top of the assembly with no pressure on it.

Here is a photo of the gap I have on my front mount. I am still curious if this is correct. Any replies would be appreciated. The steel washer is sitting on top of the spacer and the fiber washer is just resting there. The old spacer was crushed from what appears to be over tightening it. Additionally I am not sure it was the correct spacer to begin with as I don't know the history of what happened before I got the boat. Before I replaced the spacer the nut tightened down against the fiber washer. I replaced it with the correct spacer and when I torque it to 28lb this is how it looks. I don't have another boat to look at so I am looking for some advice. I did use an alignment tool and made the necessary adjustments.

Yes. The height is adjusted by the 2 nuts on the underside of that. The washer is to keep you from adjusting it too high. You are using an alignment tool and aligning your engine to the drive right?

Thank you for the reply cr2k but the height and alignment is not what I questioning. I am concerned about the gap between the metal washer under the nut (that is sitting on top of the spacer) and the fiber washer that is sitting on top of the motor mount bracket assembly. As posted earlier the motor has been aligned using the alignment tool.
I am still wondering if this gap that I have is supposed to be there.
When looking at the picture in my earlier post you will see from the top the nut, then the metal washer, then a gap or space, then the fiber washer is resting on the motor mount bracket assembly.
My question is "Is the gap supposed to be there?"
I have edited the previous picture to help reflect my concerns.

Yes the top nut is tight. It is torqued at 28lb as posted earlier.
