mercruiser outdrive shift problem

the drive will shift into reverse fine but when i try to shift into forwards it only increases the throttle it wil not shift into gear. the shifting used to be really tight so i adjusted it and it ran fine for 2 years until now. when i shift forward it moves very freely. I was wondering if anyone could give me some ideas of where to start at the shifter or at the motor first.

i have disconnected the lower cable and the throttle cable works fine. if i pull the lower cable the prop stops so it goes into reverse. however, if i push the cable all the way in it never goes into gear. the adjustment of the cable is screwed all the war in so i have no adjustment left. any ideas???
