Mercruiser restarts hard

I have a mercruiser 1994 5.0LX with 465 hr on it after running the boat for a little while, then shutting off, taking a dip in the lake or sitting for a little while the motor will not restart without giving it a lot of throttle or cranking for a while. When it finally does start there is a fuel smell and smoky exhaust. Is it time to replace the carb? this boat just had plug, cap,rotor and coil put on last spring.

i would try to rebuild the carb before i replace it

Yep, rebuild. It sounds like the needle and seat are leaking a little... maybe a sinking float.
