Mercruiser sat 3 years

I am looking to purchase a 1983 Imperial V180 18' with a mercruiser 120hp I/O motor. The Boat has sat approximately 3 years the owner wants to sell it to me dirt cheap. The boat itself is in decent condition but as far as the motor go's what do i need to look for or have checked. Will it even be any good? suggestions / help would be greatly appreciated.

Is it possable to have him take you for a test drive, or start it with the muffs on? napa has muffs for under $10.00

Check the oil condition and level before you try to start it.If above the full mark ,drain and refill first.
Bring a battery and make sure it will turn over at least
Check the oil level and condition in the outdrive BEFORE STARTING
Hook up a remote fuel tank and try starting

Ok thanks I will try and see where i come out. Any suggestions on what i should offer for this boat? he said we would sell it to anyone else for 1500 or B/O but said he would do better for me. It needs alot of TLC, 2 new trailer tires, trailer lights, 2 jump seats and new teak swim step. everything else seems to be good.
