Are you doing it with the whole transom assembly off the boat or on the boat? If its on the boat, you need to drill holes in the upper part of the transom assembly to access the nuts on the steering arm... Also assuming your talking alpha drive, not sure if its different for bravo. For alpha 1 Gen 2 its starts on Mercruiser manual page 445.
