mercruiser torque spec for steering cylinder to transom plate?

Can't seem to find the spec for the two large bolts (1 1/8" If I recall correctly) that hold the power steering cylinder to the transom plate. does anyone know? Thanks.
99 5.7 bravo 3 btw.

there are locking clamps so I would guess very snug should be ok.
