Well then, I have a remedy for that too...... Does your boat have hydraulic steering? If it does not(Which I think is the case, I would bet that the steering rod is stuck in the tilt tube from the dirt getting inside and soaking up the grease/oil which locks it up. I would unbolt the steering rod off cable end. Then see if you can turn/pivot engine by hand. Then turn steering wheel to see if cable is moving freely. Also check actuator end on cable(where steering rod bolts on) to insure it is moving in and out with ease. I think this is where your problem will be. You most likely will have to tap out the rod(attached to end of cable) through the tilt tube. Afterwards, clean rod with crocus cloth(emory Cloth) and also clean inside of tilt tube. Some people even hone out the tilt tube with a brake hone, or a hand made hone with crocus cloth.
