Mercury 1998 15hp 2 stroke Carb question

Wise ones:

I am currently trialing a Merc 15 hp 2 stroke (1998) SN: [FONT=&quot]0G597656

When I first checked out this motor from the seller, he had trouble starting it, but got it going after 15 pulls or so. I tested compression (110 in both cylinders), spark plugs OK and everything else seemed to look OK, besides the top end not being super shiny and clean under the cowling.

This motor had been serviced "a year or two ago" and had only been run 2-3 times in the past few years. Definitely had old gas in it, not stored properly, etc, but at least kept indoors. Obvious that this guy knew little about maintaining his outboard, but it does seem to start, run and idle well once it's going.

I've taken it out a few times in the past week and have had the same starting issue: takes ~20 pulls to start from cold, but runs well after that for 6+ hours at a time. I did try spraying starting fluid in the carb ONCE from cold start (before reading on this forum that I shouldn't use this method) and it started first pull from cold. This motor has a primer knob that is pulled out to start, but even though it starts reliably after it's warm, it usually will die after shifting into F or R UNLESS I keep the primer knob pulled out until throttling up and then I can push the knob in and it will run with no problem.

What are your suggestions for getting this motor to run or should I "run away"? I figure if I buy it I should rebuild the carb, replace the plugs, probably replace the impeller for good measure. I already changed the lower unit oil.

I don't have a lot of experience re-building/cleaning carbs, but am eager to learn. Here is the parts diagram:

What do I buy for the rebuild? Repair kit (#17) or can I just buy new Diaphram/Gasket (#22)?

I've been reading on here about using Dunks Decarb method and, though I know that clean the carb, would it hurt to run it first before changing the plugs/cleaning carb? Any other suggestions?

Start by squeezing the primer bulb, then pull the choke/primer knob out and push it back in 3-4 times and leave it pulled out, you can also turn it to increase the idle, now pull it a few times.

​Having to pull the choke on a few times while it's cold to keep it running is normal.

Thanks for the reply. The problem persists even when the engine has run for several hours. As in, most times it is started after warm, it still cuts off if I shift from N to F or R and throttle up, unless the primer is pulled out.

Also, I had to buy a new fuel line connector (Merc part from Bass Pro) but it doesn't fit snug. Seems to fit enough so air doesnt leak, but connector is too long for the male end to lock into place. I've done some searching and not sure which connector will fit this 1998 model...anyone? Thanks

Clean the carb and adjust the low speed needle on the carb. Some fitting don't fit well, I've had a few of those.
