I have a 95 or 96 mercury 2 stroke outboard pull start. I check both the plugs and it does have sparks and did check the fluid line and its ok. So when I try to pull start the motor with both the plugs in it wont start, but when the top plug is off the motor start right up. Is there some thing i need to check and replace.
