mercury 25 hp bogging

[mercury 25 hp all the way]

my 1990 merc spits and sputters at full throtle.<br />then it picks up to normal speed, then bogs down. at idle it works fine. I changed the feul line,feul pump,spark plugs. I dont know what to do. can any one help?

merc all the way<br /><br />Is your fuel OK? Check for water in the gas, trash etc. When's the last time carbs were cleaned or rebuilt?

I emptied the gas and refilled with premiem. the carbs have been reciently cleand out. I think the botom cylinder is not firing
