Mercury 25 HP starting problem

My 1997 Mercury 25 HP will not engage. I have a new battery and plugs. The starter turns over but the engine never hits. Same is true when I try to pull start it. It worked fine one day and then stopped after I got a new battery for it (not likely related). It doesn't smell flooded. It seems as though the plugs aren't getting power (like the kill switch is on - but it isn't). Any ideas - and how can I check to see if the plugs are getting power?
