Mercury 4.5 testing

I am looking at a Mercury 4.5 for my sailboat. The current owner states that the flywheel (half-moon) key is missing so I am unable to start it. As I see it, with the flywheel off, I am unable to even rotate it to test the compression. I'm skeptical unless I can test something first-hand.

Is this outboard something I should even consider, even if its $100.00? I would normally steer away from something like this but given my present budget for the boat, I'll have to limit my spending on the motor. If the key and a good tuneup are all thats needed, I think that it is a good buy but unfortunately, I simply do not know theinternal condition of the motor.

Any thought and ideas are appreciated.

Never buy a outboard that is not running, make sure it's in the water doing what you want it to not what someone says it will do. Or but it ay a scrap price because if the owner don't have it running that's all it is SCRAP.
