Mercury 4.5hp 1975 blocked waterways?

Hi, I posted a message yesterday about only mist coming out of my tell tale. I pulled off the foot and the impeller looked ok. I put a rubber pipe on the copper pipe in the stem that the plastic pump output connects to and blew. It seemed blocked. I then pulled off the tell tale rubber pipe feed from the engine block and blew back through the engine and it seemed clear although the air wasn't coming out of the copper pipe at the bottom of the stem, I put my finger over it and I could feel nothing. I also sucked the tell tale pipe and it was clear. Can I undo the six nuts to remove the power head from the shaft and lower cowling to get to blocked waterways? And can I leave the flywheel, carb etc. on. Or do I have to strip all from the top down to get to the waterways. Finally, is there a particular place that usually blocks? Thanks in advance.

It sounds like a peice of junk (impeller) lodged in the water passage that goes from under the exhaust plate to the area under, the cyl. water cover, use great care in the bolt removal as they break easily. the power head can be remove in one peice as you discribed
