mercury 4.5hp throttle stuck

My motor is a 4.5 hp mercury cerca '86.

the throttle is sticking, and to give it gas i have to really give it some elbow grease to twist the handle...

maybe i just need to open it up and lube it? or maybe its something more complicated? any help would be appreciated.
